Originally Senator Pan had mentioned amendments that would allow for students who currently hold PBE's to maintain those and only NEW students would be subjected to forced vaccinations. There is NO grandfather clause in the current bill. The 'governing authority' is each school. They can interpret, implement and enforce as they wish.
